From continued reading on the subject it seems to have something to do with a decision being made at Microsoft to populate this section of the start menu as a form of advertising to a new user along the lines of "hey, come see what you can do with the start menu! I know that you can clear the list by right-clicking on the Start button, selecting Properties from the menu, removing the check mark from the "Store and display recently opened programs in the Start Menu" which is located under the Start Menu tab, and clicking Ok.
You then reverse the process, placing the check mark back in, and when you click on the start menu all those annoying programs which were temporarily listed are gone.
