I bought a used car recently and went to the office near home who said all I needed was a safety but no emission test. Got the safety, went to the office near work to complete the registration who then told me I needed an emission test. Argued with the manager when I pointed out the other office said I didn't need one and you all have access to the same system. Manager told me outright they are all privately owned so they cannot comment on what the office did or didn't do and I must've had a person that wasn't well trained.
