This may be true when comparing it solely with shadow bolt dmg, however we cant think of it like that when Deathbolt is still the best choice for the tier. When we choose Deathbolt we do not have the Drain Soul option, and must stay with Shadowbolt.

Since these talents are not mutually exclusive we need to compare the difference in damage increase with Drain Soul over Shadow bolt in a realistic raid scenario and compare that difference to the Deathbolt damage.
